Oklahoma City, Okla. (April 16, 2019)— Governor Kevin Stitt today issued six revised Executive Orders. The Executive Orders are as follows:
Executive Order 2019-10: Previously EO 2003-29, which appoints the Commissioner of Department of Public Safety (DPS) as the Governor's designee for advising when hazardous weather conditions exist and reduction in workforce is needed. The revised Executive Order updates references from the Office of Personnel Management to the Office of Management and Enterprise Services (OMES).
Executive Order 2019-11: Previously EO 2013-34, which requires state agencies to submit an electronic copy of proposed permanent rules to the Governor and the appropriate cabinet secretary. The revised Executive Order adds a requirement to provide a copy of the Rule Impact Statement with the text of the proposed rule.
Executive Order 2019-12: Previously EO 2015-45, which implements aircraft consolidation. The revised executive order modifies a mandatory requirement that OMES promulgate administrative rules into a discretionary option.
Executive Order 2019-13: Previously EO 2015-46, which requires secretarial approval of certain travel and agency purchases. The revised Executive Order increases the threshold requiring Secretarial approval as follows:
Executive Order 2019-14: Previously EO 2015-48, which directs agencies to review inventories of real property and dispose of underutilized property. The revised Executive Order makes this an annually occurring duty instead of a one-time task.
Executive Order 2019-15: Previously EO 1997-8, which designates the director of Department of Central Services to issue emergency declarations closing state buildings when unsafe work conditions exist. The revised Executive Order re-designates this duty to the director of Department of Capital Assets Management.
